Bring Water from Chenab! Bhagwant Mann's Big Statement on SYL Dispute
Punjab Chief Minister Bhagwant Mann has once again stirred the political
waters with a bold proposal regarding the long-standing Sutlej-Yamuna Link
(SYL) canal dispute. Speaking during a high-level meeting on inter-state water
sharing, Mann urged the central government to divert surplus water
from the Chenab River instead of insisting on completing the controversial
SYL canal.
According to Mann, Punjab is facing an acute groundwater crisis and does
not have surplus water to share. He firmly stated that Punjab has “not a single
drop” to spare, and constructing the SYL canal would only worsen the state’s
agricultural and environmental challenges. Instead, he recommended that Chenab’s
water be diverted to meet the needs of both Punjab and Haryana, turning a
decades-old dispute into an opportunity for regional cooperation.
Mann’s suggestion comes in the wake of India suspending key provisions
of the Indus Water Treaty with Pakistan. He believes this provides a timely
opening to utilize the western river waters—such as those from the Chenab, Ravi, and
Jhelum—for national benefit. By tapping into these underutilized sources,
Mann claims that states like Haryana can receive the water they need without
putting additional strain on Punjab’s already stretched resources.
In addition, Mann called for a fresh technical and scientific assessment
of water availability, instead of relying on outdated data. He also criticized
the current functioning of the Bhakra Beas Management Board (BBMB), alleging
bias in water distribution that favors Haryana over Punjab.
While Haryana Chief Minister Nayab Singh Saini expressed openness to
dialogue, no immediate resolution was reached. Another round of talks is
scheduled in August, ahead of a Supreme Court hearing.
Mann’s proposal to bring water from the Chenab rather than continue with
SYL construction represents a major shift in narrative—one that could redefine
how inter-state water disputes are addressed in India.
